Munich’s New Digital Photo Requirement for IDs Starts May 1, 2025

Starting May 1, 2025, Munich residents applying for identification documents, including passports, ID cards, electronic residence permits, and travel documents, must submit a digitally certified biometric passport photo. This initiative by the Kreisverwaltungsreferat (KVR) aims to prevent fraud and enhance security.

What’s Changing?

From May onwards, traditional paper passport photos will no longer be accepted when applying for official documents. Instead, applicants must use digitally certified biometric images. These photos can either be taken at special photo booths installed at all Bürgerbüro locations and the Service Center for Immigration and Naturalization (formerly Ausländerbehörde), or at certified photo studios and drugstores.

How Does It Work?

Applicants can conveniently have their biometric photos taken at certified studios or select drugstores. Once captured, these images are securely transmitted via cloud directly to the responsible authorities. This digital process ensures your photos meet all official requirements without delays or issues.

  • Until April 30, 2025: Paper passport photos are mandatory for all applications.
  • From May 1, 2025: Only digitally certified biometric passport photos will be accepted.
